Jun.-Prof. Ulf Papenfuß is Professor for Public Management at the University of Leipzig since April 2013. From 2008 to 2013 he was a research assistant at the Chair for Public Administration and Management and the Chair for Business Administration at the Helmut-Schmidt-University in Hamburg. From 1999 to 2013 he was an officer in the military police of the German Federal Armed Forces with changing positions covering scientific tasks and practical duties.

In September 2016 he will take over the Chair for Public Management and Public Policy at the Zeppelin University Friedrichshafen.

His main research focus is on public corporate governance and controlling, integrated management of core administration and state-owned enterprises, agencies and nonprofit organizations as well as responsible management of and in state-owned enterprises on all government levels.

He has obtained third-party research funding from government ministries and enterprises and leads several research projects. Renowned media have regularly reported about his publications. In 2015, he received the Theodor-Litt-Preis at the University of Leipzig for good teaching, the commitment to improve teaching activities and the development and implementation of new teaching and learning methods.

Since 2013, he and Prof. Michèle Morner have been scientific chairs and organisers of the biggest public corporate governance conference in Germany, which takes place every year in April.

In February 2015 during the European Academy of Management Public and Non Profit Management Strategic Interest Group Conference in Leipzig he initiated the establishment of the research group “Governance and Management of State-Owned Enterprises and Independent Public Entities at Local, National and Regional Level”. In this field he has been track chair on different international conferences such as the International Research Society of Public Management and the European Academy of Management as well as guest editor of journals such as the International Journal of Public Sector Management together with colleagues from different countries.
